How and when do you use these forms?

    • Hi Shailesh,

      You do not need to get a TIN registration unless you plan to sell the particular item. Personal consignments are exempt from this, only commercial transactions would require the CST registration.

      You can use handwritten or computerized print for these forms.

    It is necessary to fill the required forms for shipping to MP. All state and road transport forms are decided by the Government of India, hence you will need all the forms to ship across state borders.

    The e-sugam form is a recent addition by the Karnataka Government for shipments to Karnataka. You will need to register online for the same and follow the steps to generate your e-sugam account and forms. The information can be found at this link.

    You can enter the invoice details and then download the form as PDF copy, which you can print and attach with the other documentation.

      I Solved the issue in following way
      1) Got the law out from Lawyer which says no form 39 is required while importing goods for person use.
      2) given undertaking if fine occurs I will take responsibility not courier company

    What if the Invoice value is less then Rs.500 ( Include shipping cost and VAT/CST tax ) and shipping with Indian Speed post, is that still we need to fill this forms?

    • Hey Amit,

      Forms are required irrespective of invoice value. Without forms, the package has a higher probability at getting stuck during transit.

    1. The vendor agreement is the same as the Strategic tie agreement. Yes they are the same.
    2. So I am assuming that by waybill you mean Shipment label? So the shipment label is generated electronically. If you are the owner of the website, then you can email it to the vendor, he can attach it to the package and it can be delivered to the end customer. If you have a different pickup address, you can generate a different label with a different pickup address. So in a nutshell, different shipment labels can be generated for different products.

    As for the serial number, you don’t need a serial number on your forms. FedEx and all other courier companies accept forms without serial numbers too. Although, if you’d like to be certainly sure you can also go to your nearest sales tax office to get the same.

  • I had to ship my consignment for Rs. 43000.00 to Kanpur (UP) . I have downloaded the UP form 39 for personal use online which was without any serial no. and shipped from blue dart but they have stopped the consignment as they require proper form issued by the department with the serial no ( which only your customer can get from their nearest sales tax office)

    But i have my doubt in mind and would like to discuss it here……

    I am starting an ecommerce portal for distribution of Computers , laptops & mobile phones.
    I have to ship some sample order to lucknow from New Delhi where our warehouse is and the logistic company asked for form 38 (commercial use) or Form 39 ( personal use) as mentioned in your article also.
    As you have mentioned that we can download the forms from Internet which i happened to find also but when discussed with some sales tax consultant – he said that the person to whom shipment has to be done will get these form issued from respective department with serial no. and get it signed and stamped from authority then only it can be used.
    The net downloaded form is without any serial no and stamped

    can you throw some light on this matter as i have to make shipment urgent and my client wont go to any office to issue any kind of form.
